TREASURER Line Guindon

The Finance Department is responsible to provide financial reporting systems and support to all Township departments. We provide advice on financial matters to the Mayor and Council and all Department Heads.

 Our office hours are Monday to Friday 8.00am to 4.00pm, except holidays.

  The treasury Department administers all financial matters such as:

  • Accounting
  • Accounts Payable
  • Accounts Receivable
  • Audit Preparation
  • General Financial Matters
  • Payroll
  • Reporting to Council and Department Heads
  • Tax Billing and Collection
  • Water/Sewer Billing and Collection

Some areas that may need further explanation:


Accounting

  All municipal accounting is performed on site by municipal staff.


Accounts Payable:

  Accounts are paid within thirty days and cheques are usually issued on a weekly basis.


Accounts Receivable:

  Accounts Receivable is billed on a monthly basis at the first of each month. All accounts are due within 30 days of billing or a 2% interest charge is levied.


Audit Preparation:

  All audit preparation is done on site by municipal staff and the annual audit is completed by:

Copies of a partial financial statement are printed annually in the local paper, The Jackfish Journal, and please contact our office for further information or questions you may have.


Payroll:

  The staff of the Township of Hornepayne is paid on a by-weekly basis. This function is done in house.


Tax Billing and Collection:

  Property taxes are billed twice a year and each bill has two instalments.

  The interim tax levy is billed prior to the annual municipal budget being set and represents 50% of the previous year's taxes.

  The final tax levy is billed after the annual budget is set and is calculated by multiplying the property assessment by the tax rate for the property.

  Once the total annual taxes are calculated, the interim levy is deducted from the final levy to determine the amounts of your final instalments.

  The Township of Hornepayne also has an annual Frontage Charge for water and sewer and this is billed annually with the final tax levy.

  Tax bills are always mailed at least 21 days prior to the due dates.

  Any outstanding taxes are charged interest/penalty at a rate of 1.25% per month.

  The Municipal Property Assessment Corporation ( MPAC ) provides the property assessment for the Township of Hornepayne.

Water/Sewer  Billing/Collection

  Water/Sewer services are billed on a quarterly basis. The amounts are billed on a flat basis (the Township of Hornepayne is not metered for usage)

  All outstanding amounts are charged interest/penalty at a rate of 1.25% per month.
